The soviet Union was not invited due to them not having relevancy in the south Pacific
At the time Britain still had the largest navy in the world but it was aging fast
A main concern was due to the United States and Japan both wanting control of the Pacific which would culminate during the Pacific theater in the second World War

Conflicting with its declared isolationism the United States hosted the naval conference designed to modernize and to an extent disarm the Navy's of the world. To an extent it worked but it did not mean much as the Second World War made all of the efforts in the conference mean nothing.
